Commercial Card Stamp Duty (€30 for the year to 1/4/2023) is a tax charged by the Government on commercial charge cards issued in the Republic of Ireland each year. It is charged on the 1st of April each year ending on that date or when an account is closed. You are charged stamp duty for each open commercial charge card you hold on each account. When you close an account, you are charged stamp duty and you will receive a stamp duty certificate from us confirming you have paid the required stamp duty due.  You should present this letter to your new bank or card issuer to ensure you are not charged stamp duty for the year you have already paid for i.e. the year of closure ending on the following 1 April. Please note:  For cards in existence post 01/04/2023 the Stamp Duty charge for the following 9 months up until 31/12/2023 will be €22.50 for the shorter 9-month period. Thereafter, the charge will be for the yearly period returning to the €30 charge. This is due to an amendment in the 2021 Finance Act.  

This will be sent as part of the closure of your programme. Statements can also be requested after card closure if required.

If you are currently using Import or Export Documentary Collections or Import or Export Documentary Letters of Credit as a method of payment, Ulster Bank Ireland DAC will notify you of the date after which we will not accept any further Collections or Letters of Credit. Any instruments that have been received up to that point will be processed as per usual. If you wish to continue to use this method of payment in the future, we suggest that you contact another Bank with a view to having them provide these services to you. You should also advise your counter parties that Ulster Bank Ireland DAC will no longer be in a position to handle Documentary Collections or Documentary Letters of Credit for you and you should provide them with details of an alternative Bank, if this is possible.

If Ulster Bank Ireland DAC has issued any Performance Bonds, Bank Guarantees or Standby Letters of Credit in favour of third parties at your request, we will be contacting the Beneficiaries of any such instruments to seek their written agreement to cancellation. On receipt of this confirmation of cancellation, we shall notify you that you are released from all liabilities and if there is any security held by Ulster Bank Ireland DAC, we shall release such security provided that it is no longer required by the Bank to support any other facilities that may have been granted to you. We recommend that you contact any relevant Beneficiaries of such Bonds, Guarantees or Standby L/Cs to advise that the Ulster Bank Ireland DAC will be seeking cancellation from them. We also recommend that you engage with other Banks or Financial Providers with a view to have replacement instruments issued by them, subject to their usual terms and conditions.

Separately, our Bonds & Guarantees team will write to the Beneficiary to request their confirmation of cancellation of the Bond, Guarantee or Standby Letter of Credit in writing. On receipt of this confirmation of cancellation from the Beneficiary, we will confirm cancellation to you in writing and confirm that you are released from all liability under that instrument.

If the Beneficiary has received an acceptable replacement Bond, Guarantee or Standby Letter of Credit from an alternative Bank/Financial Provider there would be no reason for them to refuse consent. However, they may be reluctant to confirm cancellation of our instrument until they have received an adequate replacement from your alternative Bank/Financial Provider.
